As part of National Preparedness Month (no kidding,) we are being advised by the Governor's office on how to be prepared for the kind of unexpected things that have been happening since the dawn of man. Storms. Floods. That sort of thing.
Perhaps it is time for citizens to advise governments on being prepared for events like recessions which do have a way of happening again and again. Here are some suggestions:
* Have a plan. Then you might not have to be looking around for "shovel ready" projects on the fly.
* Don't spend wildly in the good times. No more waterfall appropriations.
* Be informed. Read about the tulip bulb mania and learn to recognize a bubble.
Certainly there are others but that will do for a start.
