Negotiations between the teacher's union and the school board in Rutland are deadlocked, with the union holding out for a 4% raise for its members.

The chairman of the school board, Stacy Chapman, says that

one of his concerns with the teachers asking for a 4 percent increase ... is how this will affect the school budget vote in March 2010.

No doubt.  Let's see, if all the people getting a 4 percent raise vote for the budget and those who got no raise, took a pay cut, lost their jobs, were furloughed, etc. etc., vote against it ...

Sounds like a wipeout.
