I didn't wade carefully through the entire 16 pages of the bill, but I'd take an even money bet that it will not do anything meaningful to significantly affect Vermont's energy independence or economic prosperity. Heck, I'd even give odds. (Memo to legislators: Ask your economic forecaster if he will change his economic or revenue outlook as a result of the bill's passage.)
I'm reminded of George Orwell's observation:
