Actually, the Vermont Senate passed a bill that called for the president to be determined by the candidate with the most popular votes http://www.nationalpopularvote.com/pages/states.php?s=VT. Note that one of the sponsors of the bill in the House was Progressive David Zuckerman.

Yes, the legislature passed such a bill and Governor Douglas has vetoed it. Obviously, the Gov likes the current state of affairs whereby the end game can be decided by a select few. Interesting!
