Vermont is among the national leaders in terms of both most state employees per capita and highest expenditure per capita on state employee payrolls. In fact, a 2003 Census study showed that we have about 50 percent more employees per capita than the national average — 218 state employees per 10,000 population to a national average of 144.
In a bureaucracy of that size, it's inconceivable that the state can't find some fat to trim, especially in a recession.
