You're missing the dirty little secret here.
The Farm programs have NOTHING to do with "need" of any beneficiary.
They exist to assure a sufficiently high price for everyone who produces.
This beneficial price-fixing rain falls on rich and poor alike.
No one has figured out an effective way to recapture the high-price benefits that accrue to wealthy farm corporations. If they did, those interests would sink the farm bill for everybody.
