Cutting corners seems to have happened. The photos of the collapse are prima facie evidence of it. It is shocking that a failure so complete could have happened at a bridge that is supposed to be subjected to the strictest and most constant regulatory scrutiny....If bridges are in shoddier condition than advertised, the question is how much state governments are willing to put into them to bring them into satisfactory condition. This is not an academic question....The fact that the faulty condition escaped everyone's notice raises the question of what else ... has escaped notice.
That's actually not quite accurate. The correct quote, from today's Rutland Herald editorial, is about the cooling tower collapse at Entergy Vermont Yankee's plant in Vernon, which killed zero people and injured no one. The actual quote:

This is not an academic question....he fact that the faulty cooling towers escaped everyone's notice raises the question of what else at the plant has escaped notice.
