Chicago is, famously, a pretty tough town. If one had to pick a major American city where education reform would thrive, the Windy would not come immediately to mind. But they are doing innovative things in Chicago, just as they are making bold noises in New York. Vermont does not, mercifully, face the obstacles to reform that Chicago and New York must overcome. So innovation and experimentation should be easier here, right?
